林全31日首度赴立法院施政報告，一早7時許，國民黨團占領發言台，要求林全承諾不開放含萊克多巴胺美豬等進口，否則就杯葛林全上台，立法院外則有豬農抗議政府有意開放含萊克多巴胺美豬進口，拉起民進黨執政欺騙保證等標語，院內外都不平靜，警力嚴陣以待。
聲援群眾的國民黨立法院黨團副書記長王育敏說，非常感謝大家在大熱天，為捍衛國人健康，要跟總統蔡英文、林全說，不能讓瘦肉精美豬進來，國民黨立委已經占領主席台，不能讓林全內閣開放毒美豬開放進來，否則就要林全下台。
王育敏指出，新政府不值得信任，前總統馬英九政府堅守牛豬分離原則，但新政府才上任10天「就什麼都軟趴趴」，沖之鳥不敢大家說英文電視 新竹成人英文家教說是礁、WHA不敢說台灣，這樣看得下去嗎？
國民黨立法院黨團副書記長李彥秀強調，今天民進黨選前說一套，選後完全是騙票，過去反對瘦肉精進來台灣，在立法院抗議5天4夜，但蔡總統與林全到今天為止，連瘦肉精美豬要不要進口，都不敢說。
李彥秀認為，民進黨政府為了政治利益，犧牲全民健康與豬農權益，現在林全還不願意上台，請大家準備好衝進去，台灣人民的聲音，一定要讓林全聽到。2016/5/31
